- Video Poker on Saipan Will Not Help Most
According to Larry Cabrera, the new gambling bill that is looking to
be passed – House Bill 16-82 – will only help a few, instead of the
majority. The legislation is called “Video Gaming and Entertainment
Card Games Act of 2008” and according to Cabrera it is just one more
way for the few to make more money.
Cabrera is the President of Marianas Insurance Company, Ltd., and is
opposed to the bill. The bill would authorize video poker games, card
games and video lottery games on Saipan. He says that it will not help
the CNMI economy, and that the bill’s sponsor is aware of that.
The bill would impose new gaming taxes, new license fees, and a
monitoring system that would keep track of the video poker machines,
etc. from one central location. They are looking to add the games to
the La Fiesta facilities in San Roque.
Supporters of the bill say that the measure will bring in tourists to
spend their gambling dollars and it would greatly help the economy.
They say that the video poker, etc. activities would be completely
supervised and controlled.
However, Cabrera says that they are not looking at the cost of
bringing in video poker machines. He says that the “collateral cost”
is what they need to be focusing on – instead of just the amount of
money that they would bring in.
