According to experts the lottery is either a curse or a blessing
depending on what side of the fence you are standing on. Some states
find that the lottery is a great way to bring in extra cash for the
state and for their education programs without having to dip into the
state’s own budgets for it.
Ernie Passailaigue is the Executive Director of the South Carolina
Education Lottery and the President of the North American Association
of State and Provincial Lotteries. He says that a lot of what a
lottery offers has to do with the state’s rules and regulations and
what their residents are comfortable with.
Some states are very aggressive in marketing their lotteries – such as
New Jersey or New York and thus they make millions, even billions off
of the lottery. However, other states such as South Carolina or
Virginia are more conservative and thus may not make as much but it is
what fits for their residents.
There is even the factor of what they offer – like South Carolina
offers NASCAR tickets because stock car racing is so popular there.
But they will not offer the World Poker Tour because video poker is
illegal in the state.
They say that they cannot offer a game that clearly goes against the
law that makes video poker illegal even if it is just a lottery game.
The law states that video poker is not to be allowed and thus it won’t
be. This is standard for many states.
